A Display Energy Certificate (DEC) is a legal requirement under the Energy Performance of Buildings Directive (EPBD) and is required for public buildings that are frequently visited by the public and have a total useful floor area of over 250m².

What is a DEC?

  • Shows the buildings energy performance based on actual energy consumption recorded over the last 12 months, gross internal area and benchmark data.

  • Inform visitors to public buildings about energy efficiency of the building.

  • Provides an energy rating from A to G:
    A = very efficient
    G = least efficient

  • Helps identify energy-saving opportunities which will reduce running costs, carbon emissions and improve system performance.

  • Includes a Certificate and Recommendation Report (RR) with guidance on reducing energy consumption and improving efficiency.

How long DECs last

For buildings with a total useful floor area over 1000m², the DEC is valid for 1 year, and the RR is valid for 7 years.

For buildings between 250m² and 1000m², both the DEC and RR are valid for 10 years.

Consequences of Non-Compliance

A local authority can issue a penalty charge notice of £500 for failing to display a DEC at A3 size at all times in a prominent place clearly visible to the public, and £1,000 for failing to possess or have in their control a valid RR. In addition to these penalties, it will still be necessary to commission the documents, otherwise further offences will be committed. The fines are repeatable until you can produce a valid certificate and RR.
